The customer must have a valid license for Ongoing Purchase. The name in WebOffice is Online Purchase Transfer.
•Open the page Cale Support -> Company management -> Companies
•Select the existing company or create a new one
•Scroll down to the Licenses section
•Check the Online Purchase Transfer check box (red box in the image)
•Optional select the Enforcement license (green box in the image)
