Create a purchase pre-requisites routing according the Purchase Pre-requisites configuration method.
Use the License Plate Voucher Validation purchase predefined prerequisite so that the CWT can validate vouchers.
Add a fallback Tariff Package to allow parking without a voucher for a normal tariff.
